Ads Manager maps those objectives to Awareness, Traffic, Engagement, Leads, and Sales. You need a WhatsApp number connected to the Facebook Page or business portfolio. ## What It Costs: Two Bills, Not One

### 1\. Meta media (the ad click)

You pay standard auction pricing: CPC, CPM, or whatever the bid strategy implies. ### 2\. WhatsApp Business Platform (the messages after)

Effective July 1, 2025, Meta bills **per delivered template message**. Rates depend on template category (marketing, utility, authentication) and the recipient's country calling code. What is free, per that same pricing page:

-   **Non-template messages** (text, image, and similar) inside an open 24-hour customer service window (since November 1, 2024).
-   **Utility templates** sent in response to the user while that window is open (since July 1, 2025).
-   **Free entry point (FEP) window:** if the user messages you from a Click-to-WhatsApp ad or a Facebook Page CTA on Android or iOS (desktop and web are not supported), all messages including templates are free for 72 hours. The customer service window is independent: if the 24-hour CSW closes, you can still send templates in the FEP window, but only templates.

Volume tiers can cut utility and authentication rates. Meta may change rates only on the first day of a quarter (January 1, April 1, July 1, October 1), with advance notice that depends on the type of change (1 month for rate cards, 3 months for model add-ons, 6 months for model changes).
