#TLDR
IAB raised its 2026 U.S. ad spend outlook to **+12.3% year over year** after an earlier **+9.5%** call, so more money is chasing the same conversion events. Gartner's CMO Spend work puts marketing near **7.8% of company revenue** in 2026, up from **7.7%** in 2025. Performance marketing ties that spend to a signup, trial, lead, or sale, then cuts what does not pay back. Pair it with brand work ([HBR](https://hbr.org/2023/05/how-brand-building-and-performance-marketing-can-work-together)) and you keep CAC from eating the pipeline.

## What performance marketing is

Performance marketing is paid media you buy against a measurable action. You pay when someone clicks, leads, trials, or buys, not when an impression simply airs.

It is not a channel. Search, paid social, affiliates, retail media, and CTV all count as performance if the conversion is defined, tracked, and used in bidding.

The American Marketing Association defines marketing as creating, communicating, delivering, and exchanging offerings that have value ([AMA](https://www.ama.org/the-definition-of-marketing-what-is-marketing/)). Performance marketing is the slice of that exchange you can attribute inside a lookback window.

Brand work builds memory and preference. Performance work harvests demand that already exists or that brand just created. Harvard Business Review's [May-June 2023 piece](https://hbr.org/2023/05/how-brand-building-and-performance-marketing-can-work-together) (Stengel and Aaker) treats the two as one plan, not two opposing budgets. A PDF reprint of that article is also available via [this HBR reprint](https://www.ew360.mx/clientes/Ado/especiales/290523/HBR3.pdf).

If you run ads only for awareness with no conversion action, you are buying reach.

For how this sits in a full funnel, see our [marketing funnel guide](https://www.enrichlabs.ai/blog/marketing-funnel-complete-guide) and [social media advertising guide](https://www.enrichlabs.ai/blog/social-media-advertising-complete-guide). ## Why 2026 budgets force a performance stack

Two facts collide this year.

**Ad inventory is growing.** IAB's [January 2026 Outlook](https://www.iab.com/news/outlook-study-forecasts-9-5-growth-in-u-s-ad-spend/) put U.S. ad spend at **+9.5%**, versus **+5.7%** the prior year, with digital outpacing the broader market. The snapshot page is [here](https://www.iab.com/insights/2026-outlook/). IAB later [raised the 2026 forecast to +12.3% YoY](https://www.iab.com/news/iab-raises-2026-u-s-ad-spend-forecast/) (September 10, 2026). The January release also went out via [PR Newswire](https://www.prnewswire.com/news-releases/iab-2026-outlook-study-forecasts-9-5-growth-in-us-ad-spend-fueled-by-digital-growth-major-cyclical-events-and-accelerating-adoption-of-agentic-ai-302671862.html). Connected TV was called at **+13.8%** in coverage of the Outlook ([StreamTV Insider](https://www.streamtvinsider.com/advertising/iab-forecasts-138-us-ctv-ad-spend-growth-2026)). More dollars in auction means CPCs and CPMs do not stay polite.

**CMO budgets barely move.** Gartner's [2026 CMO Spend Survey](https://www.gartner.com/en/newsroom/press-releases/2026-05-11-gartner-2026-cmo-spend-survey-finds-cmos-allocate-15-point-3-percent-of-marketing-budgets-to-ai-but-only-30-percent-are-ready-to-scale-ai-capabilities) finds marketing at **7.8% of company revenue**, up a tenth of a point from **7.7%** in 2025 ([2025 survey](https://www.gartner.com/en/newsroom/press-releases/2025-05-12-gartner-2025-cmo-spend-survey-reveals-marketing-budgets-have-flatlined-at-seven-percent-of-overall-company-revenue)). CMOs also put **15.3%** of marketing budgets into AI, while only **30%** say they are ready to scale AI. The [CMO Spend 2026 article](https://www.gartner.com/en/articles/cmo-spend) frames the trade-off: paid media and consumption-based martech eat share while the pie stays flat ([Chief Marketer](https://www.chiefmarketer.com/gartner-cmo-spend-survey-budgets-reflect-increase-in-consumption-based-martech-paid-media-spend/)).

You cannot just spend more. Name the conversion, instrument it, and let bidding optimize against it.

Our [AI marketing guide](https://www.enrichlabs.ai/blog/ai-marketing-complete-guide) and [AI and marketing automation guide](https://www.enrichlabs.ai/blog/ai-and-marketing-automation-complete-guide) cover the tooling side of that squeeze.

## Channels that actually convert

Treat every channel as a bid on an event, not a brand playground.

**Paid search.** Highest intent. Phrase and exact still protect CPA when Smart Bidding is hungry. Pair with a [social media ROI](https://www.enrichlabs.ai/blog/social-media-roi-complete-guide) view so search does not steal credit from content that started the journey. Tooling notes: [best AI for Google Ads](https://www.enrichlabs.ai/blog/best-ai-for-google-ads-2026).

**Paid social.** Meta, LinkedIn, TikTok. Optimize to the same primary conversion you use in search. Creative is the lever. See [TikTok benchmarks](https://www.enrichlabs.ai/blog/tiktok-benchmarks-2025), [Instagram benchmarks](https://www.enrichlabs.ai/blog/instagram-benchmarks-2025), [LinkedIn benchmarks](https://www.enrichlabs.ai/blog/linkedin-benchmarks-2025), [Facebook benchmarks](https://www.enrichlabs.ai/blog/facebook-benchmarks-2025), and [social media benchmarks](https://www.enrichlabs.ai/blog/social-media-benchmarks-2025).

**Retail and shop media.** TikTok Shop and similar surfaces behave like performance when you bid to purchase. Read [TikTok Shops](https://www.enrichlabs.ai/blog/tiktok-shops-complete-guide).

**Retargeting.** Cheapest conversions if the pixel and consent hold. Our [remarketing guide](https://www.enrichlabs.ai/blog/remarketing-retargeting-complete-guide) and [lookalike audience](https://www.enrichlabs.ai/blog/lookalike-audience) notes belong in the same brief.

**CTV and video.** IAB's CTV growth call is real. Use it as upper-funnel with a view-through window you actually trust, then retarget site visitors in search and social.

**Affiliate and partnerships.** Classic performance: pay on sale or qualified lead. Watch FTC endorsement and disclosure rules ([FTC Endorsement Guides](https://www.ftc.gov/business-guidance/resources/ftcs-endorsement-guides-what-people-are-asking); [FTC 2023 update](https://www.ftc.gov/news-events/news/press-releases/2023/06/federal-trade-commission-announces-updated-advertising-guides-combat-deceptive-reviews-endorsements)) so results claims stay honest.

Organic still feeds the machine. [Social media marketing](https://www.enrichlabs.ai/blog/social-media-marketing-complete-guide), [SEO trends](https://www.enrichlabs.ai/blog/seo-trends-2025), and [content calendars](https://www.enrichlabs.ai/blog/social-media-content-calendar-complete-guide) lower CPA by putting more branded and high-intent queries into the auction. ## Conversion goals, tracking, and bidding

Name one primary conversion. Signup, start trial, qualified lead, or purchase. Secondary events (add to cart, page view) inform creative. They should not drive Maximize Conversions until volume is real.

**Volume rule we use in-house:** keep signup and start\_trial both primary until start\_trial clears roughly 30+ per month, then tighten. Smart Bidding needs enough conversions in the lookback to leave learning.

**Instrumentation.** Tag the app domain where the event fires, not only the marketing site. Deduplicate across Google Ads, Meta, and LinkedIn. CRM closed-won belongs as an offline import, not as a substitute for the pixel. Salesforce's [State of Marketing](https://www.salesforce.com/marketing/resources/state-of-marketing-report/) and [marketing statistics hub](https://www.salesforce.com/marketing/marketing-statistics/) keep repeating the same operational point: align channel data to revenue.

**Bidding.** Maximize Conversions (or Maximize Conversion Value for ecommerce) beats Maximize Clicks once tracking is clean. Manual CPC is a diagnostic, not a 2026 default.

**Negatives and junk queries.** Performance dies on jobs, free, course, and unrelated research. Keep a weekly search-term pass. [Social media A/B testing](https://www.enrichlabs.ai/blog/social-media-a-b-testing-complete-guide) applies to ads as much as organic posts.

**Privacy and claims.** If you cannot prove the claim, do not bid it.

For KPI design, see [social media KPIs](https://www.enrichlabs.ai/blog/social-media-kpis-complete-guide) and [social media analytics](https://www.enrichlabs.ai/blog/social-media-analytics-complete-guide). For who you bid on, use [audience segmentation](https://www.enrichlabs.ai/blog/audience-segmentation-complete-guide).

## Brand plus performance, not brand versus performance

HBR's [brand-building and performance marketing](https://hbr.org/2023/05/how-brand-building-and-performance-marketing-can-work-together) argument is operational: brand lowers CPA over time; performance pays the bills this quarter. Starve brand and you auction on colder traffic. Starve performance and you cannot prove the brand spend.

Practical split for a constrained CMO budget (Gartner's **~7.8% of revenue**):

- **Always-on performance:** search + retargeting + one paid social prospecting campaign with a hard CPA cap.
- **Brand that performance can harvest:** distinctive creative, [brand persona](https://www.enrichlabs.ai/blog/brand-persona-complete-guide), [brand voice](https://www.enrichlabs.ai/blog/social-media-brand-voice), [brand authenticity](https://www.enrichlabs.ai/blog/social-media-brand-authenticity-2025), and [B2B brand marketing](https://www.enrichlabs.ai/blog/b2b-brand-marketing-complete-guide).
- **Proof layer:** [share of voice](https://www.enrichlabs.ai/blog/social-media-share-of-voice), [social listening](https://www.enrichlabs.ai/blog/social-listening-complete-guide), [competitor analysis](https://www.enrichlabs.ai/blog/social-media-competitor-analysis-complete-guide).

[Social media for brand awareness](https://www.enrichlabs.ai/blog/social-media-for-brand-awareness) is the top of that loop. Paid then captures the branded search and remarketing pools.

## How to run a 90-day performance program

**Days 1-14: Measurement.** One primary conversion. Same event name in GA4, ads, and CRM. Kill duplicate pixels.

**Days 15-30: Structure.** Separate campaigns by intent (brand search, non-brand search, prospecting social, retargeting). Disable text customization and final URL expansion if you need the landing page you actually wrote.

**Days 31-60: Creative and terms.** Two to three angles per audience. Weekly search-term negatives. [Social media audit](https://www.enrichlabs.ai/blog/social-media-audit-complete-guide) on organic so paid is not the only message.

**Days 61-90: Scale rules.** Raise budget only when CTR, CPA, and conversion count clear a written bar (example: 2+ primary conversions per week and CPC under a cap). IAB's [+12.3% spend](https://www.iab.com/news/iab-raises-2026-u-s-ad-spend-forecast/) environment punishes hope scaling.

Teams that cannot staff this loop use an AI marketing teammate. **Enrich Labs (Helena)** sits first in that tool set: it writes and ships ads, watches search terms, and keeps Google, Meta, and LinkedIn on the same conversion, without adding headcount. HubSpot, Google Ads Editor, and a freelance media buyer still have a place. They do not replace a teammate that lives in the accounts.

## Metrics that keep you honest

**Primary:** conversions (the named event), CPA, conversion rate.

**Secondary:** start trial vs signup, all conversions, ROAS or pipeline value.

**Health:** CTR, CPC, impression share, search-term junk rate, policy flags.

**Brand assist:** branded search volume, [engagement](https://www.enrichlabs.ai/blog/social-media-engagement-complete-guide), [cost per engagement](https://www.enrichlabs.ai/blog/cost-per-engagement).

Do not report all conversions as success if the primary event is trial start. Gartner's flat budget is the reason: a cheap micro-conversion will spend the 7.8% and leave no cash for the event finance cares about.

For channel-level context, keep [social media statistics](https://www.enrichlabs.ai/blog/social-media-statistics-2025), [usage statistics](https://www.enrichlabs.ai/blog/social-media-usage-statistics-2025), and [social media trends](https://www.enrichlabs.ai/blog/social-media-trends-2025-complete-guide) in the quarterly review, not in the daily bid sheet.

## FAQ

**Is performance marketing the same as PPC?**
PPC is one buying method. Performance marketing is the contract: you pay for a defined result. Affiliates and shopping ads count too.

**What conversion should a SaaS company use?**
Start trial if it predicts revenue. Keep signup as a second primary until trial volume is stable, then bid on trial only.

**How much should we spend?**
Gartner's **7.7-7.8% of revenue** is a CMO average, not a mandate. Performance share inside that number depends on payback window and gross margin.

**Does brand spend hurt ROAS?**
On a short window, yes. Full-funnel, no. HBR's [brand plus performance](https://hbr.org/2023/05/how-brand-building-and-performance-marketing-can-work-together) case is that brand makes performance cheaper.

**Will AI replace media buyers?**
Gartner: **15.3%** of marketing budgets toward AI, **30%** ready to scale. AI teammates (Enrich Labs first, then the rest of the stack) take the repetitive bid and creative loop. Humans still set the conversion and the kill rules. See [human role in social in the age of AI](https://www.enrichlabs.ai/blog/human-role-in-social-media-management-in-the-age-of-ai).

**Where do FTC rules show up?**
Landing pages, testimonials, and affiliate copy. [FTC Endorsement Guides](https://www.ftc.gov/business-guidance/resources/ftcs-endorsement-guides-what-people-are-asking) still apply.

## Conclusion

Performance marketing in 2026 is a conversion contract inside a hotter ad market ([IAB +12.3%](https://www.iab.com/news/iab-raises-2026-u-s-ad-spend-forecast/)) and a flat CMO budget ([Gartner 7.8% of revenue](https://www.gartner.com/en/newsroom/press-releases/2026-05-11-gartner-2026-cmo-spend-survey-finds-cmos-allocate-15-point-3-percent-of-marketing-budgets-to-ai-but-only-30-percent-are-ready-to-scale-ai-capabilities)). Pick one primary event, instrument it, bid to it, and let brand work feed the auction.

If you want that loop run daily without another hire, start a trial with [Enrich Labs](https://www.enrichlabs.ai). Helena already lives in Google Ads, Meta, LinkedIn, and analytics, and treats trial start as the score that matters.
