## TLDR

**The Local Pack showed up on 98% of home-services searches in a 2026 WebFX study. Traditional local Google Ads showed up on about 8%.** [WebFX / Tri-City Herald](https://www.tri-cityherald.com/news/business/article316673569.html) ran 500 SERPs across HVAC, plumbing, roofing, electrical, and garage door queries. Local Services Ads appeared on about 28% of those searches and sat in position 1 every time they did.

[WordStream's 2026 Google Ads benchmarks](https://www.wordstream.com/blog/2026-google-ads-benchmarks) put average Search CPC at $5.42 and Home & Home Improvement at $8.33. [SearchLight](https://searchlightdigital.io/google-local-service-ads-cost-per-lead/) tracked $6.72M in LSA spend and a $53 blended cost per lead. Local Google Ads still work. They work as a geo-fenced Search campaign next to LSAs and a map pack, not as a standalone "Local campaign." Google retired that campaign type when it moved store-visit work into Performance Max ([Google Ads blog](https://blog.google/products/ads-commerce/upgrade-to-performance-max/)).

Helena, Enrich Labs' [AI marketing agent](https://www.enrichlabs.ai/blog/what-is-an-ai-marketing-agent), treats Search, LSAs, and the Business Profile as one operating loop. For the tool ranking, start with [Best AI for Google Ads 2026](https://www.enrichlabs.ai/blog/best-ai-for-google-ads-2026).

## What local Google Ads actually are

People say "local Google Ads" and mean three products on the same results page. Mix them up and you buy the wrong auction.

**Local Search campaigns** are standard Google Ads Search (sometimes Performance Max with store or lead goals) with a city, ZIP, or radius target. You pick keywords, write responsive search ads, send clicks to a landing page, and pay per click. This is the product most owners mean when they type "local google ads."

**Local Services Ads (LSAs)** are keywordless, pay-per-lead units with the Google Verified badge. You pay when someone calls or messages. Google is moving U.S. home and storefront LSA accounts into Performance Max campaigns with pay-per-lead goals starting August 2026. Ads still show only on Search and Maps ([Google Ads Help](https://support.google.com/google-ads/answer/17213585?hl=en)). Full walkthrough: [Local Services Ads: Complete Guide 2026](https://www.enrichlabs.ai/blog/local-services-ads-complete-guide-2026) and [Google Local Service Ads: Complete Guide 2026](https://www.enrichlabs.ai/blog/google-local-service-ads-complete-guide-2026).

**The Local Pack** is the map block. It is earned from a [Google Business Profile](https://www.enrichlabs.ai/blog/seo-services-for-small-business-2026), reviews, and proximity. It is not an ad. It still occupies the same screen as the ads you buy.

Google retired the old "Local campaign" type. New store-visit work lives in Performance Max ([Google Ads blog](https://blog.google/products/ads-commerce/upgrade-to-performance-max/)). If an agency still pitches a standalone Local campaign, they are describing a product that no longer exists. Channel context: [Google Local Ads: Complete Guide 2026](https://www.enrichlabs.ai/blog/google-local-ads-complete-guide-2026) and [Online Marketing for Small Business](https://www.enrichlabs.ai/blog/online-marketing-for-small-business).

Helena treats this stack as one system: Search keywords, LSA lead economics, and GBP assets. That is the same execution split we use in [AI Marketing Automation](https://www.enrichlabs.ai/blog/ai-marketing-automation-the-complete-2026-guide) and [Agentic Marketing](https://www.enrichlabs.ai/blog/agentic-marketing-complete-guide-2026).

## How local Google Ads show up on the page

WebFX studied 100 U.S. home-services keywords across five verticals, five runs each, 500 SERPs, in May 2026 ([WebFX / Tri-City Herald](https://www.tri-cityherald.com/news/business/article316673569.html)):

**Local Pack:** 98 of 100 keywords. 488 of 500 searches (~98%). It is close to a fixed feature of the home-services SERP.

**LSAs:** Eligible on 78 of 100 keywords, but present in only 142 of 500 searches (~28%). When an LSA appeared, it sat in position 1 every time.

**Traditional Google Ads:** About 8% of searches. Average first position 11.3 when they did appear. In 16 of 26 keywords where they showed, they landed below position 10.

**All three together:** 22 of 100 keywords at least once.

That is why a plumber can "run Google Ads" and still feel invisible. The click often went to the map pack or an LSA above the sponsored result. Use Search ads for brand defense, seasonal offers, and queries LSAs do not cover. Do not treat them as the only top-of-page unit.

The study is visibility, not conversion. It still changes budget order. Win or hold the Local Pack first. Layer LSAs where they appear often. Use local Google Ads as the control layer: copy, landing page, retargeting, brand terms. Same priority we give local operators in [SEO Marketing for Small Business](https://www.enrichlabs.ai/blog/seo-marketing-for-small-business-2026-guide) and [Small Business Social Media Marketing](https://www.enrichlabs.ai/blog/small-business-social-media-marketing-2026).

Google's own LSA product pages still pitch the Verified badge and lead generation on Search ([Google Local Services Ads](https://business.google.com/us/ad-solutions/local-service-ads/)). That pitch is real. It is not the whole page.

## What local Google Ads cost in 2026

[WordStream](https://www.wordstream.com/blog/2026-google-ads-benchmarks) analyzed more than 13,000 search campaigns across 23 industries from April 2025 through March 2026.

**Average CPC:** $5.42. The prior-year report (April 2024–March 2025) put it at $5.26 ([WordStream 2025](https://www.wordstream.com/blog/2025-google-ads-benchmarks)).

**Home & Home Improvement CPC:** $8.33. Highest after Attorneys & Legal Services at $9.87.

**Personal Services CPC:** $7.17.

**Automotive repair CPC:** $4.35.

**Dentists & Dental Services CPC:** $8.00.

**Average cost per lead:** $66.69 overall. Home & Home Improvement $90.92. Personal Services $54.60. Automotive repair $29.96.

WordStream also notes CPC is more than twice the $2.32 average from 2016. Cost per lead moved from $59.18 to $66.69 over that decade. Local Google Ads are high-intent clicks in a crowded auction.

LSAs price on conversations, not visits. [SearchLight](https://searchlightdigital.io/google-local-service-ads-cost-per-lead/) tracked $6.72M in LSA spend across 888 contractors and 126,650 leads in February 2026:

**Blended LSA CPL:** $53.

**By trade:** Electrical $39. HVAC $51. Plumbing $57. Drain/sewer $59.

**Book rate:** 43.9%. Cost per paying customer $233. Average ticket $1,826. Closed ROAS 7.84x.

**Search comparison (January 2026, same firm):** Blended Google Ads CPL $104. Non-branded $149. PMax $72. Branded $34.

LSA is cheaper per conversation. Search is more expensive and lets you write the offer and land the click on a page you control. Run both if the category qualifies. If it does not (many clinics, agencies, B2B shops), Search plus GBP is the whole paid local stack. Budget framing: [Marketing Automation for Small Business](https://www.enrichlabs.ai/blog/marketing-automation-for-small-business) and [Best Marketing Tools for Small Business](https://www.enrichlabs.ai/blog/best-marketing-tools-for-small-business-2026).

At $8.33 CPC, $50/day buys about six clicks. That is not a learning budget for nights, weekends, and three cities. Either raise spend or shrink geo and keyword lists until each click is a job you can take.

## Set geo targeting to Presence only

Google's default is often "Presence or interest": people in the area _or_ people who searched about it from somewhere else ([Google Ads location targeting](https://support.google.com/google-ads/answer/1722043?hl=en)).

Google cites a +5% conversion lift for Travel, Real Estate, and Education when advertisers switched _to_ Presence or Interest (Google internal data, May–June 2022, same help article). That lift is for destination categories. A roofer in Austin does not want clicks from someone in Ohio researching Austin storms.

**For local service work, set location options to people in or regularly in your targeted locations (Presence).** Use radius or ZIP lists that match where crews actually drive. Exclude cities you will not serve. This is the same Presence-only setting we run on Helena's Local Services campaign.

The [Google Ads API location targeting docs](https://developers.google.com/google-ads/api/docs/targeting/location-targeting) treat PRESENCE as a first-class option for a reason. Retail and service businesses that only fulfill in a radius should use it. Presence or Interest is for hotels, universities, and listings people research from far away.

Pair geo with phrase or exact match on high-intent terms ("emergency plumber austin", "hvac repair near me") and a negative list for jobs, DIY, salary, and "what is". Same negative logic we keep on Enrich Labs Search accounts: block hiring and tutorial intent, do not block competitor research. Channel mix around this: [Social Media Advertising](https://www.enrichlabs.ai/blog/social-media-advertising-complete-guide) and [Remarketing / Retargeting](https://www.enrichlabs.ai/blog/remarketing-retargeting-complete-guide).

## Connect Google Business Profile as location assets

Location assets (the old location extensions) pull name, address, hours, and Maps pins from a linked Google Business Profile ([About location assets](https://support.google.com/google-ads/answer/2404182?hl=en)). In Ads: Campaigns, Assets, Location, Our locations, then select the Profile.

**Ads can show a map pin, hours, and a directions action** without you stuffing that copy into headlines.

**After the LSA-to-PMax move,** business name, address, and hours sync one-way from GBP into Ads. A name or address change can trigger a 24-48 hour verification pause ([Google Ads Help](https://support.google.com/google-ads/answer/17213585?hl=en)).

**Call tracking on location assets is a known gap.** The number on the Profile is what Maps and many assets dial. Plan attribution before you swap numbers.

Keep categories, services, photos, and review replies current. The Local Pack still shows on nearly every home-services query. Paid Search does not replace that listing. More on profiles and local SEO: [SEO Services for Small Business](https://www.enrichlabs.ai/blog/seo-services-for-small-business-2026) and [Online Marketing for Small Businesses](https://www.enrichlabs.ai/blog/online-marketing-for-small-businesses-complete-guide-2026).

Google's LSA migration also deprecates BBB callouts. After the move, add at least six structured callouts (hours, specialties, payment methods) in the campaign assets tab ([Google Ads Help](https://support.google.com/google-ads/answer/17213585?hl=en)).

## Build the campaign the way a local account actually works

### One Search campaign per intent cluster

Split emergency vs. planned work vs. brand. Emergency terms convert faster and can support a higher CPC. Brand terms exist so competitors cannot siphon people who already typed your name. Do not dump every city and every service into one ad group.

### Responsive search ads with seven angles

Write 10-15 headlines that cover service + city, speed, license/insurance, offer, social proof, objection, and CTA. Two to four descriptions. Pin only when a legal line must appear. Path fields: city / service. Send traffic to a page that matches the query, not the homepage. Creative process: [AI Marketing](https://www.enrichlabs.ai/blog/ai-marketing-complete-guide), [AI Content Marketing](https://www.enrichlabs.ai/blog/ai-content-marketing-strategy), and [What Is A/B Testing?](https://www.enrichlabs.ai/blog/what-is-ab-testing).

### Conversion actions that match how you sell

Track calls from ads, form submits, and booked jobs fed back as offline conversions. Do not optimize to page views. LSA charges on the lead. Search should charge toward the same CRM outcome or you will compare $8 clicks to $53 leads and make a bad cut. Funnel language: [Marketing Funnel](https://www.enrichlabs.ai/blog/marketing-funnel-complete-guide).

### Bidding

New local accounts rarely have 30 conversions in a month. Maximize Clicks or a modest Manual CPC is honest until volume exists. Jumping to Maximize Conversions on 4 leads a week trains the model on noise. Once you clear about 30 conversions / 30 days, move to Maximize Conversions or tCPA. LSA/PMax pay-per-lead no longer supports manual max CPL after migration ([Google Ads Help](https://support.google.com/google-ads/answer/17213585?hl=en)). Weekly LSA budgets convert to daily average / 7, with monthly spend capped at daily × 30.4.

### Budget and book rate

SearchLight's LSA data is the reminder: a $53 lead at 30% book rate is more expensive per job than a $60 lead at 48% book ([SearchLight](https://searchlightdigital.io/google-local-service-ads-cost-per-lead/)). Judge local Google Ads on cost per booked job in the service radius, not CPC. Same KPI discipline as [Social Media ROI](https://www.enrichlabs.ai/blog/social-media-roi-complete-guide) and [Social Media KPIs](https://www.enrichlabs.ai/blog/social-media-kpis-complete-guide).

Helena can draft the RSA set, watch search terms, and flag geo leakage without a $3,000 agency retainer. That is the job in [Helena vs. an AI Marketing Agency](https://www.enrichlabs.ai/blog/helena-vs-ai-marketing-agency-2026) and [How to Replace Your Marketing Agency with AI](https://www.enrichlabs.ai/blog/how-to-replace-your-marketing-agency-with-ai).

**Fund LSAs first** if you are in a verified home-services category and can answer the phone. Google still sells this as the local lead unit ([Google Local Services Ads](https://business.google.com/us/ad-solutions/local-service-ads/)).

**Fund Search first** if you need message control, you are outside LSA categories, or you must defend brand and high-ticket planned jobs.

**Most healthy accounts run both plus the Profile.** WebFX's 22-of-100 "all three features" keywords are the crowded metros. A single-channel plan leaves a competitor on the page. Deeper LSA walkthrough: [Local Services Ads](https://www.enrichlabs.ai/blog/local-services-ads-complete-guide-2026). Adjacent paid social: [Best AI for Meta Ads](https://www.enrichlabs.ai/blog/best-ai-for-meta-ads-2026).

Google's migration timeline, if you already run LSAs ([Google Ads Help](https://support.google.com/google-ads/answer/17213585?hl=en)):

**August 2026:** First U.S. home and storefront trades (plumbing, HVAC, electrical, appliance repair, house cleaning, lawn care, roofing, pest control, moving).

**Late 2026:** Service-area businesses without storefronts; custom bidding or booking setups.

**2027:** Non-U.S. accounts and remaining categories.

You get a 14-day email, then a 7-day reminder. Historical LSA reports do not carry into Ads. Download them before migration day. Verification badges transfer. Manual bidding and vertical-level Target CPA go away.

## Mistakes that burn local budgets

**Presence or interest left on.** You pay for researchers outside the drive radius ([Google Ads location targeting](https://support.google.com/google-ads/answer/1722043?hl=en)).

**One campaign, fifty cities.** Quality Score and ad relevance collapse. Split or use location insertion with care.

**Homepage as the final URL.** "Same-day water heater Austin" should land on a water-heater page with a click-to-call button above the fold.

**No call tracking.** Local demand is phone-first. If Ads cannot see the call, Smart Bidding will chase forms that never book.

**Ignoring the Profile.** You then pay CPC to sit under a Local Pack you could have occupied for free ([WebFX](https://www.tri-cityherald.com/news/business/article316673569.html)).

**Job-seeker queries.** Negate hiring, salary, resume, and "how to become" or the phone rings with applicants.

**Comparing LSA CPL to Search CPC.** One is a conversation. The other is a visit. Convert both to cost per booked job ([SearchLight](https://searchlightdigital.io/google-local-service-ads-cost-per-lead/)).

**Waiting on the old Local campaign.** That product upgraded into Performance Max in 2022 ([Google Ads blog](https://blog.google/products/ads-commerce/upgrade-to-performance-max/)).

For the rest of the local stack (reviews, social, email), see [Social Media Marketing](https://www.enrichlabs.ai/blog/social-media-marketing-complete-guide), [Best Email Marketing Platforms for Small Business](https://www.enrichlabs.ai/blog/best-email-marketing-platforms-for-small-business), and [Social Media for Brand Awareness](https://www.enrichlabs.ai/blog/social-media-for-brand-awareness).

## A 30-day local Google Ads plan

**Week 1:** Claim and clean the Business Profile. Link it as location assets ([location assets help](https://support.google.com/google-ads/answer/2404182?hl=en)). Set Presence-only geo. Launch one Search campaign for your top service + city with call + form conversion actions.

**Week 2:** Apply for LSAs if the category exists. Download historical LSA reports before any PMax migration email hits ([Google: reports do not carry over](https://support.google.com/google-ads/answer/17213585?hl=en)).

**Week 3:** Search-term report. Add negatives. Split emergency vs. planned if volume supports it. Confirm every ad click can reach a human during advertised hours.

**Week 4:** Compute cost per booked job, not CPC. Reallocate toward the channel (LSA or Search) that books work. Only then raise budget.

If you already run Meta or organic social next to Search, keep the channels separate in reporting. Local Google Ads should be judged on booked jobs in the service radius, not blended ROAS with brand content. ## FAQ

**What are local Google Ads?**
Paid Search (and Maps-adjacent) campaigns limited to a service area. They sit next to LSAs and the Local Pack. The old Local campaign type is gone ([Google Ads blog](https://blog.google/products/ads-commerce/upgrade-to-performance-max/)).

**How much do local Google Ads cost?**
[WordStream 2026](https://www.wordstream.com/blog/2026-google-ads-benchmarks) averages $5.42 CPC overall and $8.33 in Home & Home Improvement. Average Search CPL is $66.69. LSAs averaged $53 per lead in SearchLight's February 2026 contractor set.

**Are Local Services Ads the same as local Google Ads?**
No. LSAs are pay-per-lead and keywordless. Local Google Ads are usually CPC Search with keywords and a landing page. Google is folding LSA management into Ads as PMax pay-per-lead ([Google Ads Help](https://support.google.com/google-ads/answer/17213585?hl=en)).

**Should I use Presence or Presence or Interest?**
Presence only for businesses that fulfill in a drive radius. Presence or Interest is for travel, real estate, and education research ([Google Ads location targeting](https://support.google.com/google-ads/answer/1722043?hl=en)).

**Why do my ads sit below the map pack?**
Because the Local Pack appeared on 98% of home-services queries in the WebFX 2026 study, and LSAs take position 1 when they show ([WebFX](https://www.tri-cityherald.com/news/business/article316673569.html)). Fix the Profile first.

**Do I still need a Google Business Profile if I run ads?**
Yes. Location assets pull from it ([About location assets](https://support.google.com/google-ads/answer/2404182?hl=en)). The Local Pack still owns the page.

**When should I switch to Maximize Conversions?**
After you have enough conversions for the model, typically around 30 in 30 days. Until then, Maximize Clicks or Manual CPC is safer.

**Can an AI agent run this?**
Helena can draft RSAs, review search terms, and keep geo and assets current. She does not replace licenses, insurance, or a human on the phone. See [What Is an AI Marketing Agent?](https://www.enrichlabs.ai/blog/what-is-an-ai-marketing-agent) and [Fractional CMO vs. AI Marketing Agents](https://www.enrichlabs.ai/blog/fractional-cmo-vs-ai-marketing-agents).

## Conclusion

Local Google Ads in 2026 are a Search campaign with a hard geo fence, sitting under LSAs and next to a Local Pack that still owns the page. Price the channel with current CPCs ($5.42 average, $8.33 in home improvement). Pay for Presence, not "interest." Keep the Business Profile wired in as location assets. Use LSAs for cheap conversations where you qualify. Use Search when you need the message and the landing page.

If you want that operating cadence without another hire, start a Helena trial at [hirehelena.com](https://hirehelena.com).
